- Preheat your oven to 350°F (175°C). Grease an 8×8-inch baking pan or line it with parchment paper.
- In a bowl, mix melted butter, sugar, eggs, and mint extract until smooth. Fold in flour and cocoa powder until just combined.
- Pour the brownie batter into the prepared pan; bake for 20-25 minutes or until a toothpick comes out with moist crumbs. Cool completely in the pan.
- In a saucepan over low heat, melt butter and chocolate chips together. Stir in sweetened condensed milk and mint extract until combined; remove from heat.
- Pour the mint fudge mixture over cooled brownies and spread evenly. Refrigerate for at least two hours until set.
- Cut into squares and serve.
