- Preheat the oven to 350°F (177°C). Line a 12-count muffin pan with cupcake liners and a second pan with 2 liners for extra cupcakes.
- Whisk the cake flour, baking powder, baking soda, and salt together in a bowl. Set aside.
- Using a handheld or stand mixer with a paddle attachment, beat the butter and sugar together on high speed until smooth and creamy, about 2 minutes. Scrape down the sides, add egg whites and vanilla extract, and beat until combined. Mix in the sour cream and scrape down the sides again.
- With the mixer on low, gradually add the dry ingredients until just incorporated. Slowly pour in the milk until just combined without over-mixing. Gently whisk in the sprinkles.
- Pour the batter into the liners, filling them 2/3 full. Bake for 19-22 minutes until a toothpick comes out clean. For mini cupcakes, bake for about 11-13 minutes.
- Allow the cupcakes to cool completely before frosting them with vanilla buttercream.

Notes
Feel free to substitute sprinkles with chocolate chips or fresh fruit for different flavors. Store cupcakes in an airtight container for up to three days at room temperature. They can also be frozen individually if wrapped properly.
